GENERAL DESCRIPTION

Performs routine (journey-level) administrative, program supervisory and technical assistance work. Work involves assistance in planning, coordinating, and conducting oversight services to ensure that contractor staff comply with the terms of their contract and adhering to local, state and federal policies and regulations. Work involves assisting in establishing program goals and objectives; assisting in developing program guidelines, procedures, policies, rules and regulations; assisting in developing schedules, priorities, and standards for achieving program goals; and assisting in evaluating program activities. May train others. Works under the Workforce Supervisor with general supervision, and has moderate latitude for the use of initiative and independent judgment.

EXAMPLES OF WORK PERFORMED

  • • Assists in the creation of reports to monitor workforce system contractor's performance, issues and problems that ensure measures are met.
  • •Assists in planning, implementing, coordinating and evaluating programs
  • •Performs an array of technical, training, research, planning, policy, program assessment, and administrative activities related to program assignment.
  • •Provides support and collaborates in the planning, development, and implementation of workforce programs.
  • •Performs program desk reviews and workforce system contractor staff interviews to ensure program effectiveness and compliance with all Federal, State, and local rules, regulations, policies, procedures and laws governing the workforce system contracted programs.
  • •Assist in providing policy interpretation and seeks technical assistance from the State when needed.
  • •Assist in scheduling specialized training sessions for contractor's staff as needed.
  • • Assist in ensuring reports are submitted when required and reviews, analyzes and provides feedback to contractor regarding weekly/monthly reports.
  • •Assist in ensuring that workforce system contractor staff meetings are being held regularly at a given time and date.
  • •Recommend and assist, as needed, in corrective action plan including timelines to Board administration for approval and dissemination to contractor.
  • •Follow-up on corrective action to ensure that discrepancies have been resolved.
  • •Recommend and draft policies for WSST Board approval, to communicate to contractor, subcontractors, service and training providers, Board procedures and any other pertinent information.
  • •Attend training meetings and workshops and generates information/training to workforce system contractor's staff.
  • •Conduct training presentations for businesses, professional organizations, and clients to promote and explain workforce programs and services.
  • •Assists in preparing justifications for the implementation of procedural or policy changes.
  • •Performs related work as assigned

• Provide feedback to immediate supervisor in writing regarding results of desk reviews.

• May assist in developing policy and procedure manuals.

• May train others.

GENERAL QUALIFICATION GUIDELINES

Experience and Education

Experience in workforce system programs. Bachelor’s degree from an accredited college or university with a major course of study in Psychology, Sociology, Public Administration, Business Administration, or in a related course of study, plus two (2) years of full-time employment in position(s) which provide a thorough knowledge of principles of business administration, management procedures and practices, organizational structure, operational policies and procedures and/or human behavior.

Knowledge, Skills, and Abilities

Knowledge of workforce system programs, structure, procedures and assessment techniques. Knowledge of local, state, and federal laws related to the program areas; of public administration and management techniques; of statistical analysis processes and program management processes and techniques.

Skill in identifying measures or indicators of program performance. Interpersonal skills, must possess computer skills in the following, but not limited to, Word, Excel, Outlook, Internet, etc.; and must be bilingual English/Spanish.

Ability to interpret information and use data in determining results; ability to understand and interpret directives and implement policies and procedures; ability to express ideas clearly

and to write clear and concise reports; ability to establish and maintain effective working relations

with all levels of employees and the general public; to market programs. Ability to conduct training sessions for groups and individuals; ability to work flexible or extended hours when necessary; ability to exercise individual initiative and planning.

Equipment- Staff required to operate the following:

Computer, keyboards, printers, fax machines, modem, telephone, calculator, copying machine. May require the use of personal vehicle if needed.
