Job Description:

GENERAL:

• Consultant shall supply the services of a Technical and Program Oversight Executive for
  
• the Communication Based Train Control ( CBTC ) Signal Modernization Program of the
  
• New York City Transit ( NYCT ) Subway.
  

TERM OF CONTRACT:

• The position will be required for 3200 hours.
  

LOCATION AND SCHEDULING:

• The Consultant must provide working space for the Technical and Program
  
• Oversight Executive and appear at MTA Headquarters when necessary.
  
• Work will be performed Monday and Friday during the hours of 8:00 a.m. to 5:00
  
• p.m.
  

RESPONSIBILITIES:

• The Technical and Program Oversight Executive shall:
  
• Ensure technical CBTC leadership consistent with the Technology Strategy outlined
  
• by the Signals and Train Control Business Unit ( S&TC BU ) and with the mediumterm and longterm plans for the Agency.
  
• Assist the Senior Vice President of the S&TC BU to define and implement overall
  
• technical strategic planning.
  
• Lead specific technical strategic planning for the following: Interoperable
  
• Interface Specification ( I2S ) updates including system level specifications radio
  
• and communication network deployment carborne systems including train
  
• positioning system Automatic Train Supervision Reliability Availability
  
• Maintainability deployment means and methods.
  
• Lead the specific technical resources allocated to the S&TC to resolve specific
  
• tasks in relation with the technical strategy.
  
• Work closely with Vital Systems Integrity to ensure that the overall and specific
  
• technical strategic plannings are in line with the CBTC safety certification strategy.
  
• Ensure that the overall and specific technical strategic plannings fit with the Signal
  
• Modernization Program Plan for the NYCT lines: number lines (ADivision) and letter
  
• lines (BDivision).
  
• METROPOLITAN TRANSPORTATION AUTHORITY APPENDICES
  
• Assist the Senior Vice President of S&TC BU to review develop and adjust strategies
  
• to fulfill the shortand longterm goals for the Signal Modernization Program.
  
• Participate in the technical oversight of work across the ongoing signal
  
• modernization projects.
  
• Develop and maintain productive and transparent relationships with all relevant
  
• stakeholders ensuring effective communication on project status and timely
  
• resolution.
  
• Maintain relationships and work collaboratively with stakeholders at all internal
  
• levels within the organization.
  
• Work collaboratively with C&D Development C&D Contracts and NYCT.
  
• Possess strong business administrative skills (i.e. presentations report and letter
  
• writing time management etc.).
  
• Support the negotiation and implementation of key contracts and change orders.
  
• Participate in development and management of relationships with key
  
• stakeholders to ensure a successful program.
  
• Perform other duties as assigned
